System File Checker
I have a friend of mine that brought his computer to me because of an issue with Windows XP. What is happening, is that once Windows gets to the desktop, it is unusable. By unusable, I mean that clicking on icons will only create a shortcut and won't execute a program. I did try alternate clicking to no affect. I can click on Start/Run and can type in the dialog box but when I click or press ENTER, it wants to create a shortcut. I am thinking that some Windows system files were corrupted. This is an Emachines computer but it does NOT have a set of recovery disks. I have booted to a command prompt to try and run system restore but this won't work either. I'd like to run system file checker, but since I don't have discs I can't.

Yes, sorry, I forgot to mention that I tried from safe mode as well.
