xp pro and screensaver password?

i used to be able to have a screensaver password on my xp home but now since i reinstalled xp pro oem, i can't get it to work. when i check password protect, it doen't give me the dialog box to put in a password. i have an admin password which pops up when i reboot or log off.
it would be nice to have the screensaver password working too.

If you let the saver startup by itself, are you then prompted for a password to resume?

nope. it used to when i had xp home but not anymore.
maybe the install is flawed because my fonts are a little odd with certain letters being a little dim. not all letters, just some so it isn't a font size change problem i think.
