Recovery Console Problems

Whenever I try to access my the recovery console on an HP Laptop I've got here it asks me for an admin password even though there are no passwords anywhere on the machine? Is there any way around this or a fix for this??? Or even an explanation of why it does this?

Have you tried entering a blank password?

Are you sure you didn't enter an Admin password at some point?

Ok, the only problem is that the machine won;t boot. I need to get into the recovery console to run some repair commands. So I know there is software out there that will allow me to mount the volume of windowns XP Home and access the registry, does anybody know what program could do that??
