Administrator rights on XP

Can someone inform me, whether I can instal a program that only the administrator can use (and not the other users). Or can I instal a program that only allows a certain user to use it (again, not all users)
I've been reading all day on these XP dummie books and I can't see anything at all.

Am assuming you are using NTFS.... all you could do is to set the access permissions of the folder the program is installed in to deny access to any non-administrators (exclusively allow only the admin group and deny access to everyone else).
