how to install or restrict program to be accessible for a user account?
I would like to install some programs (win xp home) that I do not any other user to access at any time.

There isn't any particularly effective way to do this with the built-in tools in the Home Edition of XP. XP Professional has such access control built-in. To gain the same amount of control over user access to programs, you may need to turn to third party tools (or consider upgrading to XP Pro -- if you are a student at a university, many colleges subsidize the cost of XP Pro).
Several third-party tools are available, in various price ranges & varying abilities. A brief sample: The Lock XP ($45) http://www.download.com/The-Lock-XP/...ml?tag=lst-0-1 File Security Manager ($25) http://news.download3000.com/Get_power_of_Windows_XP_Professional_in_Home_Edition!_119.html Such utilities are usually available in "try before you buy" trial editions that expire after about a month. This is the case for the two mentioned above. I'm sure there are many more such utilities - but likely the best solution (in terms of stability and security) would likely be to go up to XP Pro.
