How to get windows not to start up without password?

Is there a way to get Windows to not startup or continue to operate(like after a pasword prompt after a screensaver or system standby without a password?

How would you get it to start when you wanted it to ? Need more clarification to your question.

sorry. I mean like it runs fine its just like when im not there is there a way to get it not to run without the password being put in. like if the person on the comp chooses not to enter the password will windows not continue to start up? i hope that makes sense?

Under Control Panel -> User Accounts, set up accounts and passwords for people you want to use the machine. Right-click on the desktop, select Properties, Screen Saver tab, and check "On resume, password protect". I think this will do what you want.
