Permission vs Security

Can someone explain What is the difference between Permission and Security under property of Hard drive or folder.

Can I assume this question concerns Windows 2003 Server?

The Security tab of the Properties contains an area to set detailed permissions for rule regarding access to the folder (& the files within it). Permissions are simply levels of access (to allow reading but not writing, for example).
