F2 setup
I'm not able to access the setup menu during boot. When I press F2, I get an error message that says "Keyboard failure" and then windows proceeds to load as normal. At the login screen, the mouse is also disabled. What to do? Thanks in advance.

Have you checked to make sure they're plugged in securely? Try uninstalling keyboard and mouse then reinstall them.

Are the keyboard and mouse PS/2 or USB? Wired or wireless?

I'm not trying to be a smart ass here, but is F2 the way to get into the setup? You want the BIOS setup, correct? Sometimes it's the DELete key or F10 on some older COMPAQs

F2 is common on Intel motherboards.
