it is freeware and it does not clean up direct x files

How would I go about uninstalling DirectX so that I may reinstall it?

I don't think you can without 3rd party software(directx happy uninstall is the only one I know and it costs 20 bucks). You can try reinstalling it on your computer just make a system restore checkpoint in case your computer gets sluggish afterwards

You don't have to uninstall DirectX to reinstall it - just install over the top.
