Stop "Windows Update" Permanently

I dual boot my system because I use XP PRO exclusively for VIDEO POST PRODUCTION & is never used for the internet. My other OS is XP MCE which I use for personal as well as for internet related matters. XP PRO has no use for Microsoft’s Windows Update site so I disabled it in “Services” along with disabling “Background Intelligent Transfer Service”.

That should do the trick I thought but a “balloon” keeps popping up in the Systems Tray on start-up & keeps prompting me to “turn Windows Update back on”. I click the X & it goes away, but when I open up various programs it comes back again in Sys Tray only for me to X it out again!

Is there a solution to this? Can I delete or disable this little monster possibly in the Registry? Please help; I have done a Search on this site but to no avail.

Double click security center, on the left hand side click "Change the way security center alerts me" there will be check boxes for firewall, Updates, and Anti-Virus.
