Cant delete a file

So I have a video file which is in .mdf format and it will not delete! Ive closed all programs and process I can and it will still say its in use. I even ended explorer and tried to delete it but it was still in use. I used the program move on boot and it says opperation succesful but too bad the file is still there. After using the program I checked the file for its creation and It was june 22 and today is july 4 so I know its not just being recreated. Ive scanned the file with AVG and scanned my computer with adaware and it shows nothing. DOES ANYONE HAVE A CLUE??????????????????

Oh and one more thing. I have a problem where I have to start windows with the windows cd in because if its not it says NLTDR or something is missing and it wont boot. Im wondering if booting from the cd somehow bypasses the move on boot program. Seems like thats whats going on because I figure theres no way that program wouldnt delete the file but I'm not sure because in windows the program says it sucessfully deleted the file???????????

Try booting in safe mode and delete the file.

Try Trick000's tip for Safe Mode to delete the file & see if you have success with that. It should work, as long as you have sufficient Administrator rights to the file. Tap the F8 key to enter Safe Mode while the system is starting up.

For the NTLDR not found, try Computer Hope's troubleshooter for that: http://www.computerhope.com/issues/ch000465.htm

If you are dual-booting with another OS, check their bootloader instructions to repair it.

Feel free to follow-up with any other questions that come up during your repair.
