Disabled administrator account

In my repair shop I now have an HP with XP Home which was evidently sabatoged by a disgruntled employee. There is no longer an administrative account (no, not it safe mode either) and the only account on the machine is a limited account. Of course this cannot be changed without an administrator account or an account with administrative priveledge.
Am I going to have to format and reinstall or is there a way to re-enable this administrative account?

If macko72's thing doesn't work I would make a backup and then format XP.
