Problem with XP

I'm guessing it's something in XP that's causing my problem anyway.

Everytime I boot some programs will not load such as Trillian and the ATi icon. This causes no programs to load and there is no internet connection. To fix it I have to reboot from 3-8 times. Sometimes when I go to reboot I get the option to end a task called XMES (Something close to that) Event.

About the Event thing, I found some info that says most ISPs limit the amount of TCP connections a user can have. They had a registry file that you could replace that would allow any amount of TCP connections you want, I believe it was in the registry.

I looked at the System Restore points and I didn't see anything about the registry being changed and this has been happening for some time.
