Adding Programmes From One User To Another?

Can someone please tell me the best way to take programmes/files from one user and add them to the other user and then have the option to delete them on the first user?

hmmm.... could try this ( i hope you have XP Pro)
Log into an administrator account --->right click My Computer --> Manage --> Local Users and Groups --> Users --> right click the account you want to give access to ---> Properties ---> Members Of tab ---> Add --> Advance --> Find Now ---> Select Power User ---> OK OK OK OK

this will give access to all Program File programs i think. dont think you can choose specific programs you want to give access to. im sorry if this is a bit scetchy cause im on Linux and im trying to remember the method. hope this helps.

you could just try to go to Control Panel ---> User Accounts and change that account to administrator. that would solve your problems most likely
