Question Boot up problem XP Home OS

I have a Antec Sonata II case with 450 antec PS, installed a intel D945PVS MB, CPU intel P4 630 3.0g 90 NM 2m R. Has Mem 1Gx@ Corsair VS2GBKIT667D2 R, Video Diamond/Radeon X550PCIE256SB, Maxtor SATA 200g, Toshiba DVD rom, Lite on DVD RW. Floppy drive. the mb has intergrated audio, also rj45 and usb. I've also have added a new sata Maxtor 200g as storage about 2 months ago

The problem I've been having is that occasionally when I start up the computer begins to run and nothing as though it locks up, The screen dispalys no input. and stays black. I.ve waited for it to set itself, but nothing. I then have rebooted and it boots up and I've also have just shut it down and then restarted and it seem to boot up ok. I also find it this is true some of the prohrams run slow or incompletely. We have had some heavy storms come through the last month or so but can't pin point any one time that might have caused problem. I've had this self built computer since april. Seem strange that all of a sudden that it starts messing up. I would like to thank you for any help anyone can give me on this problem.
Thanks Jim

Could be the power switch on the case. Press and Hold it in a second or two longer.
