Two years ago I purchased a DELL with WinXP Pro. My DELL is no longer functional and I am in process of building a new PC. Can I use the reinstallation CD for Win XP with the new system, or the OS will be looking for a specific DELL motherboard?

Unless you made other arrangements with Dell when you bought it, your license was linked to the deceased machine and goes down the tubes with it on its way to the breakers' yard.
