Can anyone tell me what the difference is between the Permissions button under the Security tab and the Groups and Usernames in the Security tab?

I just started working for Server Opps in a company with a HUGE network and I'm still only learning the basics...*university placement year*

Short answer-> You give permissions/allow/restrict users or groups of users access to the folders.
