Welcome Screen is Black with Window

This problem has probably been on a 1000 times but don't know where to look.

When starting up and shutting down in Windows XP the screen is black with a window telling you its starting or closing, how can I get back to the Blue Wellcome screen and close down screen.

Try this:

Control Panel>User Accounts>Change the way users log on or off>enable the Welcome Screen.

I had this problem again on another machine and its telling me that CSNW has disabled the welcome screen and Fast User switching, so I have to uninstall (pass) how do I do this.
Can't find anything in Add/remove program listing.

You can't uninstall CSNW if you are logging onto a Novell network. If you are not logging onto a Novell network, right click on your local area connection, properties, highlight Client for Novell Networks, uninstall.
