Strange problem/quirk with XP

Yeah guys ive encountered a problem a strange problem with my icons not only on my desktop but in folders and alike. The problem is.. i cant drop my icons. I can pick it up with my cursor and drag it but i cant drop any of my icons anywhere. Ive had this problem twice before, but i manged to fix it by either restoring my computer to an earlier date or using a registry fix, but this time neither of those seem to be working. Its strange but you can move them by like auto arrange that moves the icons, but you cant with the cursor. Also when rebooting and at start up i cant click anything or do anything my computer is like locked up until i Control-alt-delete into the task manager then it frees my comp and i can start clicking icons and attempting to drag and drop them. Ive tried a bunch of things including rebooting many times, trying to work with registry fixes, restoring to an earlier date... nothing seems to be working this is getting annoying if anyone has any ideas it would be very much appeciated thanks.

Have you scanned for malware (viruses, trojans, spyware, etc.)?

Yup I have scanned for viruses and spyware, everything looks clean.. I dont get this hmm
