Run Regedit:
HKEY_USERS\.DEFAULT\Software\Policies\Microsoft\Internet Explorer\Restrictions
Look in the right pane for an entry name
NoBrowserOptions.
If you find it, delete it.

(if this doesn't fix it, try this link)

Clicking "Internet Options" on the Tools Menu Returns Error Message

Have you tried logging in as administrator in safe mode?
