i get a box that says the administrator can only change settings... But I AM THE ADMINISTRATOR.. it wont recognize me.. in 'my computer'.. i am set to be the administrator. how can i get this reset..??

Run Regedit:
HKEY_USERS\.DEFAULT\Software\Policies\Microsoft\Internet Explorer\Restrictions Look in the right pane for an entry name NoBrowserOptions. If you find it, delete it. (if this doesn't fix it, try this link) Clicking "Internet Options" on the Tools Menu Returns Error Message

i get to Microsoft> and the only option is System Certificate> and the only options clicking there are ca>Disallowed>Trust..

Have you tried logging in as administrator in safe mode?
