Update configuration files

I was cleaning out my wife's old computer which has Windows 98SE on it. Now when it boots up I get the following message.
"Please wait while Windows updates your confuguration files.
Windows could not upgrade your configuration files.
Windows could not upgrade one or more system files before starting.
Windows may not start or run properly.
If Windows fails to start, run setup again.
Press ant key to continue "
If I press any key, Windows does load and does seem to work properly,
but how can I fix whatever is messed up. I already ran SFC, and it found nothing.
Maybe the easiest thing would be to do an "OVER THE TOP" install of Windows ?
I read about that somewhere, but don't know where. If that is the easiest thing to
do, can someone give me a link to the instructions ? Also, if I do that OVER THE TOP,
will I need to reinstall the drivers, which could be a hassel ? Many thanks. Mike

Her mail items from the Inbox. Sent, etc. drivers for printers that are no longer connected.
The internet dial up and cable connections.

Instructions for an over the top are in the Tips and Tricks forum.

Before you do that, try a registry restore - boot into DOS mode and type scanreg /restore.

I just stared the format. Thanks anyway. Probably better this way, even though it is more work.
