Moved HDD to new PC and can access files

I had a motherboard failure requiring me to upgrade. I also upgraded HDD and wanted to transfer old files from My Docs over to new HDD. I can access all files on the drive except files under Administators account. I get "Access Denied" when I attempt to access the folders.
I did setup a new admin account (new name/pw) on the new system, could that be the problem?
How do I over-ride these file/folder access issues?

I have also encountered this problem in the past. I'm sure there must be a way to get into those files.

Unfortunatly I had to log back into the installation of Windows that the user account was created on and burn the files to CD.
