XP Not prompting for password

Customer's computer, a Dell Otiplex,
The computer is not asking for the password for the user's only account.
I went into UserAccounts and then
change the way users long on or off
and then I made sure the windows welcome screen
and the fast user switching boxes were enabled.
i even deleted the password and set up an entirely
new password.
The screensaver prompts for the user's password
but
when you boot the computer it does not prompt for
the password.
In user accounts the woman's account shows as password protected.
why does it not ask her for her password when she turns on the computer.
what can be fixed, checked.....

Go to start > run > control userpasswords2
Check mark the box for users must enter a password.

actually i entered
run
control userpasswords2

in order to get the correct screen but when you told me control userpasswords i remembered seeing this with the 2 on the end
as a Windows 2000 command
