Microsoft makes a tool that removes the unneeded installation files, does anyone know what it is called or the link to it?

ccleaner does that, as well.

I tend to leave installation stuff on the system. When I have minor problems, then Windows "finds" the stuff I would have to typically reinstall if that info wasn't there.
