Weird Drag/Drop Taskbar freeze problem

Hello guys, ive been encountering this weird problem for quite some time now. What happens exactly is i play one of my video games, and sometimes i encounter a weird problem in the game, the colors of the models in the game start getting weird... and eventually the screen starts flashing and the game freezes. Thats when i have to restart my computer using my reset button and when i do that... i come to the problem where my taskbar is locked and thats when i gotta control-alt-delete to bring up the task manager which unlocks the taskbar... but still my icons are able to be dragged but not dropped along with pictures and folders etc. The weird part is... it eventually goes back to normal but i gotta wait for the same error in my video game to happen, then i restart and its back to normal.
I've been researching around trying different fixes and i cant seem to get anything to work... if anyone has any ideas it would be greatly appeciated.
