Missing Boot.ini

I had to reformat HD and upgraded Win 98 to XP Professional which I did when I originally upgraded to XP. This time the upgrade was shaky (a few blue screens) but the upgrade was completed and seems to run okay. The "but" is when I boot the computer I get an "Invalid Boot.ini - booting from Windows". I used info from Microsoft article Q289022 on editing the Boot.ini file and found out my Boot.ini file was blank. There is another article about using the Recovery Console to fix the problem but I can't get my upgrade XP to boot the computer. I would appreciate advice on this problem.

Instead of installing 98 then upgrading to XP, do a clean XP install. If you are using the upgrade version of XP, all you have to do is stick the 98 CD into the drive when it does the compliance check.

If the computer won't boot with the upgrade CD but will boot with other CD's, the CD is defective.

is that a genuine windows xp cd or a burnt copy?

Many thanks for recommendation. I didn't know you could load XP without 98 on the computer. I have XP up and running after a bit of a battle with a graphics card. An updated driver cured that problem.
