Adding User name on Security

Hello and Good day! I have client computer with an XP pro and it is a member of a domain 2003 server. On the client computer I right click one of the folder>properties>security>add>location.... On the location why is it that there are time that I can see the domain computer and the local computer? But most of the time it's only the local computer. Why does it do that??? Your help is greatly appreciated..
