Windows language files/system corrupted?

Greetings,
I've been installing and playing Japanese games since about 2-3 years ago with my Windows installed Jp unicode. However, just recently, when I try to install a few games(not all, which puzzles me) the installation will fail with some error windows appearing. It happened even with games that was once playable with the same PC.I suspect something might be wrong with the language files, but just to be sure,I decided to ask the pro. Here are screenshots for two different errors I encountered. The first two(Error 1 and 2) is of the same failure case, while the 3rd(Error 3) is of another case.

Please help and advice on what I should do.If it's really Windows language failure, how am I able to reinstall it?Thanks in advance.

I'm afraid that is also a problem I'm suffering from.I dont understand what the error is saying...About Error 3 though, the wordings used to be in Jp rather than those boxed symbols. That's what led me to believe it's a problem with my language system.
