Is Windows Home upgradable to Windows media center?
I saw at my local Office Depot that their windows versions are different from mine. They have a bunch of nice screensavers and wallpapers similar to those in the old windows 98, like the fish swimming in the aquarium. Is there some upgrade available that I can download for my computer to have those features?

So what is your question? Is it about the upgrade or about the screensaver?

I think Microsoft's Plus! Superpack is what you're looking for. Some of the features such as the aquarium screensaver are bundled with Windows MCE.
