Windows 2k - no screen saver after reboot

Win 2k SP4 all updates to date
Intel Pentium D 3.2
2GB RAM
Nvidia 6600GT - 128MB RAM
Nvidia 7300GS - 256MB RAM (on 2nd PC)
Both have Nvidia 93.71 drivers.
Dual monitors (analog - 1 via analog 2nd via DVI to analog converter)
Both monitors on one are Samsung LCD's
On the 2nd unit 1 is Samsung 2nd is a Spectre

I have two systems doing the exact same thing. If the system needs a reboot during the weekl the screen saver will not come on regardless of the settings.
After a cold boot (complete restart) the screen saver works fine.
This also occured with the 81.xx drivers. I could not tell you if it occured before that since the installs are that fresh.
BTW this is a fresh install on one machine and the 2nd install is less than 8 months old.
