What you NEED is a Windows 98 computer to MAKE a bootdisk. Put a blank floppy in it, open a command prompt, and type FORMAT A: /S

The Win98 bootdisks there are not driver free and the driver free bootdisk there for flashing bioses is not based on Win98.

When you put the second floppy in, type DIR at the A prompt. What do you see?

The win98 boot disk has options to boot with cd support or to boot without cd support.
Evidently you do not have the plain jane boot disk. Do as GLC says to make one, or from 98 start, settings, control panel, add/remove, startup disk tab. |

The startup disk is not driver free. The method I posted is a bare driver free bootdisk.
