Question Right Click on Desktop is very slow

Working on a friends comp. When he right clicks on any of his desktop icons to utilize any of the features listen in the drop down, it takes up to 3 minutes for the menu to be shown. I edited the MenuShowDelay in the registry, cleaned up his sendto, and used TweakUI to clean up his templates on his menu and nothing has worked to make the right click faster. If anyone has any suggestions please let me know. Thanks.
