Modem Recognition issues

I'm giving my computer to my grandfather so that he can use it for email. He uses Juno dial-up, so I downloaded the software for them and tried to setup the connection. Juno's software doesn't recognize that the modem is installed in the computer. XP (pro) knows that its there and its enabled in the device manager.

I've already tried installing another known-good modem in another PCI slot. XP recognized it, automatically installed it. Still nothing with Juno.

I tried setting up the connection manually...but "Phone and Modem Options" in control panel won't open.

suggestions on getting this modem working?

The modem IS working, Juno, simply, is not

Is it possible to set up the dialing through Windows instead of Juno?

No, you cannot set up a Juno connection manually. You must use their software and their dialer.

Does Juno have different applications for W98/ME and XP?, if so did you download the correct application?
