IE as shell for 1 user

I am trying to setup a Win XP computer as a kiosk. I want to know if there is a setting in the registry that will allow shell access for one user. I want to have one XP user open up XP as the shell, and another user as the admin where I can restart the computer and login as an admin in case I need to fix the computer. Has anyone setup kiosks before? I want to avoid using SiteKiosk at all costs. Thanks!

You can put a shortcut in that user's startup group that starts IE up in the kiosk mode.

Thanks. I also saw a setting in the registry under Local_Machine/Software/Microsoft/Windows NT/Winlogon for shell and auto restart shell. The ideal setting would be IE as a shell so task manager, alt-tab and other windows functions are disabled for protection, but if I cannot get it for just one user this will work. I will let you know how it goes.

What I finally did is make my own program in C# and used it as the shell. On installation it creates two users, Kiosk and Admin, and sets itself as the shell. It checks the logged in user, and if it is Kiosk it boots iexplore -k, and if it is Admin it boots explorer. There are also other settings allowing the user to switch the homepage for different types. The registry setting under Winlogon affected every user, and this is going to save me a bundle getting rid of SiteKiosk. Thanks for all your help.
