Windows ME boot disk

I made a boot disk but when i restart and let is start from the floppy drive to run the utilities and reformat i get a message saying..

remove any other media
please press any key to restart

I've tried to also boot from the ultimate boot CD but i get the error saying.. CD boot failure.

How about some system specs and some background on why you are using a bootdisk?

I want to format and install windows me on an older P3 i have here just for browsing the internet. It has 256 mb of ram. Maybe i didn't make myself too clear i wasn't sure how to call it or explain it. I am trying to make a Dos bootable floppy with cd rom drive support so all i have to do is boot from the floppy, type setup and the windows me disk start to run. This is i keep getting those errors when it boots from floppy.

The WinME cd is bootable. If it won't boot, your CD drive is bad or something is misconfigured.
