Question Question about "index.dat" files.... WinXP Pro SP2

C:\Documents and Settings\tframpton\Local Settings\Temporary Internet Files\Content.IE5\index.dat

C:\Documents and Settings\tframpton\Local Settings\History\History.IE5\index.dat

What exactly is an "index.dat" file. i've heard of them, but i have the assumption they take up a lot of room, because of a log i reviewed from CCleaner. the program said it needed to remove 1.4GB of stuff, and out of the entire log these two files didn't have any filesize next to them. all the rest of the stuff had filesizes in the Kbytes, and only 20MB in the recycle bin, so i'm wondering exactly what these files are, and what they do. Thanks in advance....
