Is it possible to add a shortcut here...?

in the picture below where the bluetooth and the control panel are listed... is it possible to add a shortcut there somehow?

Depends on what you what to add. If it is a network shortcut you can open My network places and under Network tasks > Add a network place. When you create the network place it shows up as My Network places under Other.

Are you trying to put a shortcut there or a shortcut elsewhere that will point to one of those (or both) applets?

i want to put a shortcut there for a bluetooth program (yes i know it shows one already, but the alternative bluetooth program i use does not put one there)

I don't know of any method of putting one there and I would venture a guess that if the install program didn't do it it probably shouldn't be done.
