WinXP Start button issue

I am running WinXP Pro SP2, and have recently been having an issue where if I click on the Start button, the menu VERY BRIEFLY appears and then disappears and the desktop icons refresh. If I then click on the Start button a second time, all works as expected. This only seems to happen when some program has focus (ie. Firefox, Outlook, Task Manager, but NOT Explorer) and I then click the Start button.

Anyone seen this or have any ideas about how to hunt this down and fix it?
