C Drive folders

My C drive is showing a number of folders about cache changes. For example:
7b81abfec461d48e9caaca0c - This folder refers to a file about resetting cache values. There are eight of these folders with similar references. Can I delete them without causing any problems. I am running a home built Athlon 2500 with 512 ram. It has been solid for two years but these folders have just started to arrive in explore C.
