Saving files to the external drive and doing a clean install is the safest way to save your data. With the fresh install, you should be able to reload your files back into the Dell.

What I would do is name a bunch of file folders with what you want to save. Like: personal/music/pictures/etc. Then put the matching data files in each folder. May want to save a copy of e-mail addresses and internet favorite places if you need to.
Afterwards you can just put the data back on to the Dell.
You will have to reinstall any programs that you have added.

You install XP just the same as with a new build. When you start the install, it will say that it has detected an existing version of Windows. Select to do a new install and let it format the HD and then continue like a new build install.
