d3d9.dll

I am trying to install a camera surveillance system on a used computer and am running into a problem. When the computer boots up I get the message "This application has failed to start because d3d9.dll was not found." this computer is going to be dedicated to the surveillance system and does not have any other software installed on it. I have not connected to the internet since I purchased it used and am wondering if I need to do this first to update the OS. As of now the OS is showing a XP Pro. Version 2002. I think I may have to connct to the internet to bing it up to date.

Have you looked on the web site/support section for the camera to see if they have any info?

I have e-mailed the supplier for support, but with them being in China, I don't know how long it will tke to get a reply. They are probably about 12 hours difference in time.

Thank you fellas. I think the problem comes from my purchaseing a used computer from a dealer who cleaned everything out and then re-installed the operating system without doing any updates. I have not done any upgrades myself, so I am willing to bet DirectX is not installed. I will connect the comuter to the internet and download all the recommended updates which will include DirectX and the d3d9.dll file that I need. I didn't know what the mising file belonged to.
