Ok so check this out
I have windows installed fine, running fine, but when I try to go to Add/Remove Programs in the control panel it gives me this message 'Value Creation failed " at line 521'

Known problem. Here's the Microsoft article. Doesn't look like a hard fix. The failed line number shouldn't matter. I did a Google search and it seems to happen all over the file depending on the program that caused the original problem.
