Windows 98 network feature from xp? help

hello,

In xp there is a feature like this:

[v] Establish a dial up connection whenever a computer on my network attempts to access the internet

Is there a feature/or a software in win98 that could do a similar job? i love to use a firewalled win98 as an ICS (internet connection sharing) host because xp is a 'xpyware' in itself... but i wish it could be 'automated' similar to xp (when a client needs to connect, host computer automatically dials up into the ISP)
