question about safe mode

If we have any trouble booting our computer with winxp ,we usually go into safe mode to check if our computer boots properly in safe mode which gives us indication that there is some drivers of our hardware devices that is causing problem with the booting of winxp.

I wanted to know that if the computer doesnot boot into safe mode, what does it mean?

It could mean several things, none of them good.

It means you either have hardware problems or WinXP has corrupt system files.

Did this happen "out-of-the-blue" or did something happen right before the problem showed up?
