Do you have the icons set to Auto Arrange?

What operating system?

If it's XP, right click on the desktop, go to "Arrange Icons by", and see if Auto Arrange is checked. If so, uncheck it.

EDIT: Oops, Cricket beat me to it.

Try unchecking that Lock Web Items On Desktop option. I don't have that checked on my system and mine don't move around on their own. Maybe it's moving them back to the position they were locked in.
