Exclamation Windows visual effects problem

Hello, I have a problem with my Windows XP pro visual effects in my system.

I tell it to be on adjust for best performence and I get the old 95 looking windows Like i should.

Problem is when I restart/shutdown my computer it changes the last to check boxes to on. Which are,
Use drop shadows for icon labels on the desktop.
Use visual styles on windows and buttons.


Even if I try to custom it and turn them off, my computer will turn them on next time I restart or shutdown.

I never came across this problem, but it has never fixed itsself. This started years ago. I do not think its a program problem form other software I have. I have reformated my computer through out the years and it has never fixed itself.

What could be the problem?
