Is this a new computer? Or a new problem on an old machine?

My first guess is that you need to install or reinstall motherboard chipset drivers.

Is the computer having any issues, other than displaying the question mark?

It's an old machine but I recently put in a new MB AS ROCK and it's been like that since

NO

Thanks

Do you have the motherboard cd? It should contain chipset drivers. If not, download them from ASROCK's site.
