Computer wont go beyond Windows Startup

My mother took a couple things off her startup list in the msconfig part, and she restarted her computer. Its stuck right at the part where it says "Windows starting up." And when I restart it it sometimes gets stuck at the black part right before the windows starting up screen. In all instances the mouse cursor appears on the screen, and it does respond when I move the mouse. What can I do?

I appologize, I'm not sure if the msconfig changes can cause the issues you're seeing; it could be a coincidence, but to eliminate that possibility you can set msconfig back to defaults (and I think this can be done in safe mode).

Boot into safe mode (tap F8 after the BIOS screen). Run msconfig and select "normal startup" on the first tab.

Hmm. I tap F8 and it doesn't do anything.

Right after you hit the power button, start tapping F8 continuously until you see the 'safe mode, safe mode with networking, etc' menu (black with white text). If you still go right to the windows loading screen, then something's not right and we'll have to figure that out first.

It's really easy to miss the opportunity to hit F8 between the BIOS finishing and when windows starts, so give relentless tapping a shot (I know, it sounds silly, sorry).

Nvm. Sometimes I have to connect a wired keyboard for stuff like that. I did and it worked. I'll update if the computer can start up normally.

Ok, I got into safe mode and set the startup to normal startup, and I restarted. Sadly, the computer still gets stuck on a black screen with the lone mouse. I dunno if the computer is taking a long time loading or what.

We even tried a system restore, same outcome, and disc scan, virus scan, and etc, and still we are stuck at a black screen.

The mouse runs a little less than responsive and everything is slower, but yes.

We finally just put the Windows XP disc in and tried to repair windows that way. After the installation, the computer stop at that one black point AGAIN. We turned the computer off and called it a night. This morning my mom somehow got into ordinary windows, I don't know how I was asleep. The problem now is that no programs show up in the add/remove programs section even though all the programs still seemed to be installed, a bunch of important system files are missing (which my mom used a registry fix program for with little help) and we can't connect to the internet. We can see the wireless hub, but can't connect, and everytime we try to open Internet Explorer, we just get an error message saying that a system file or something is missing.
