Outlook 2000 SP-3 BURYING my reply

When I reply to a message, Outlook 2000 SP-3 is burying my reply UNDERNEATH the original message to which I'm replying.

Example: reply to email should look like this:
________________________
MY REPLY HERE AT TOP

ORIGINAL MESSAGE TO WHICH I AM REPLYING UNDERNEATH MY REPLY
_____________________________

Instead, I hit send, and this is what the recipient sees:
_________________________
THEIR ORIGINAL MESSAGE THEY SENT ME...(they delete here, because they think it's a bounce-back or something...they don't scroll down to see my reply)

BURIED AT THE BOTTOM IS MY REPLY
_______________________________

Does this make any sense? How do I fix it? it's happened with
