Angry Fire Windows XP Pro did not start successfully

Need help big time guys! Thank you in advance.
My specs:
MB: ASUS A8N-SLI Premium Socket 939 NVIDIA nForce4 SLI ATX AMD
CPU: AMD Athlon64 x2 4400+
Mem: Corsair TWINX2048 - 3200C2
PS: X-Connect 500W ATX PSU
One day my girlfriend was working on the computer and there was a power outage. When the power came back on she turned on the computer and this message appears:

"We apologize for the inconvenience, but Windows did not start successfully. A recent hardware or software change may have caused this.
If your computer stopped responding, restarted unexpectedly, or was automatically shut down to protect your files and folders, choose Last Known Good Configuration to revert to the most recent settings that worked.
If a previous startup was interrupted due to a power failure or because the Power or Reset button was pressed, or if you aren't sure what caused the problem, choose Start Windows Normally.

Safe Mode
Safe Mode with Networking
Safe Mode with Command Prompt
Last Known Good Configuration (your most recent settings that worked)
Start Windows Normally

Use the up and down arrow keys to move the highlight to your choice."

I've chosen all the choices and every time this message would appear again. I disconnected all peripherals and left just the bare minimum (hard drive & video card only) but that did not work. I thought the power supply might have caused this so I replaced the PSU with a brand new Cooler Master eXtreme Power Duo 600W PSU. It's not the PSU because the same thing happened again with the same message appeared. Has anyone encountered this problem? Am I going to have to replace my MB or memory or what's next? I don't want to replace one by one unless I have to because that's like a new build and I'm really tight on budget right now. Does anyone know how to fix this problem? Any suggestion is greatly appreciated. Thank you all.

so the problem is that it won't start windows at all? not even in safe mode?

edit: what kind of hdd do you have?

I did choose the Safe Mode option but the same thing occurred. My HDD is Western Digital Raptor WD740.

i'm a bit tired, but what exactly do you mean the same thing? that it won't start, that it just restarts on it's own, or that you can start windows, but when you restart again, you get the same message everytime?

might want to try this:

download it and burn the image to a cd.

make sure your cd drive is set to boot first, then restart the computer with this in the cd drive. this will tell you if the hdd was damaged.

I'm 90% sure the hard drive crashed when you had your outage. Test the drive with the WD Diags as indicated. If the drive tests good, you have corruption, boot it with the XP CD, use the recovery console, and run CHKDSK /R - and be prepared to do a Windows repair reinstallation.

If the drive fails diagnostics, contact WD for a replacement, Raptors have a 5 year warranty. All it will cost you is return shipping. WD does advance replacement with a credit card for security.

I inserted in the Western Digital Diagnostic CD in and I got this message:
"DISK BOOT FAILURE, INSERT SYSTEM DISK AND PRESS ENTER"
I burned another CD and the same message showed up.
Did I do something wrong here guys?
Any suggestions? Thanks.

The CD driver should be set for first boot device.
If you are just burning the download, that won't work. You need to use a burning program that can burn a CD from an .iso image.
